Abstract Law value orientation decides a law legislative purpose and overall style.Research on the law value orientation contributes to perfecting the legal system,releasing law practical rational function into full play.From the first draft in 1982 to present after 31 years of exploration,China's tourism law has finally been passed and will come into effect on October 1st.Through combing research of tourism law project at home and abroad,we found that research results mainly focus on law,policy,system's impact on tourism,tourism legislative modes and legal issues in the tourism sustainable development research,etc.Research on tourism law value orientation at present is still in the primary stage,the results are relatively scattered,have not form a system theory.Based on the analysis and research of Japan's tourism legislation,as well as the discussion of the value orientation of tourism law between China and Japan from a comparative perspective,the author aims to combine abroad successful experience,exploring the organic combination of the rules of international tourism,foreign travel legislation and the market economy and legal system construction of socialism with Chinese characteristics.Because of different social mechanisms of each era,different value subjects,demands and concepts,there must be bound to the existence of value trade-offs and choices.Therefore,the exploration about tourism law value orientation is based on the certain background and context of time.
